A Block Development Officer (BDO) is a Group-B/A gazetted government officer who heads the administration of a block — a sub-district unit comprising several villages and Gram Panchayats. The BDO plans, implements and monitors rural development schemes such as MGNREGA, PMAY-G and Swachh Bharat Mission; coordinates with Panchayati Raj Institutions; and ensures grassroots delivery of welfare programmes.

Former BDOs or those with similar training can start rural development consultancies, advising governments, NGOs, and corporate CSR teams on scheme implementation, social audits, and Panchayat capacity building. They can also run civil service coaching centres, support agri-business ventures like FPOs, and offer grant-writing or project management services to NGOs. Additionally, international organisations such as the UNDP, the World Bank, and GIZ often hire professionals with grassroots experience for freelance roles in governance, livelihoods, and rural development.
